Birthday renewal to ensure drivers do not forget licence expiry date


KUALA LUMPUR: If you are among the many who just can't remember when your driving licence needs to be renewed, there is to be the perfect “reminder” a birthday renewal.

Transport Minister Datuk Seri Kong Cho Ha, who disclosed this yesterday, said the Road Transport Department (JPJ) was working on the details.

He said many motorists caught driving with expired licences tended to use the excuse of forgetting to renew it.

“If the holder's next birthday is less than six months after the expiry of the licence, the fee for the period will be free during the transition time,” he told a press conference at Wisma MCA.

However, if the period between the holder's next birthday and the expiry date of the licence was more than six months, the holder would be charged 50% of the renewal fee, he added.

Kong said licence holders would still be allowed to renew their licences for up to five years.
The minister said the RTD was open to feedback and suggestions on the proposed renewal system.

“We also need to ensure that our computer system can comply with the new implementation.”

On another matter, Kong said the registration of new vehicles from January to June had increased by 5.25%, to 614,775 this year compared to 584,088 during the same period last year.

“For the private vehicles category, the registration of cars from January to June increased by 2.57% to 296,383, compared with 288,968 during the same period last year,” he said.

Kong said the registration of commercial vehicles showed an increase of 8.24%, with 36,875 registered, compared with 35,033 over the same period last year.

He said the ministry was confident that the total number of registered vehicles this year would exceed a million, as was the case in 2009 and 2010.

On Monday, the Malaysian Automotive Association revised its total industry volume forecast to 608,000 units from 618,000 units initially for 2011 due to disruption in supply. This was due to the earthquake/tsunami in Japan and delays to vehicle registrations over the amendments made to the Hire Purchase Act 1967

2.2 million yet to renew their driving licences

PUTRAJAYA: As many as 2.2 million out of 11.8 million driving licence holders are inactive or have not renewed their licence, said Transport Minister Datuk Seri Kong Cho Ha.

The Road Transport Department (JPJ) received feedback from the motorists that they had difficulty in remembering the expiry date of their licences.

“Even those who had imbedded their driving licences particulars in their MyKad, claimed that they were unable to see their particulars to renew them,” he said.

Kong added that summons would be issued to those caught driving without valid licences, and reminded them that they were not covered by insurance.

“Those who failed to renew their licences for a three year period would have to undergo the driving competency test before they are allowed to renew them,” he said.

Kong added there was one case of a person driving without realising that his driving licence expired three years ago.

“We had also received numerous appeals from persons who had to undergo the competency part of the driving test but we had to reject them,” he said at a press conference on Wednesday.

Kong said the new initiative to renew the driving licences based on the person's date of birth was an effort to provide an effective delivery system to the people.

“We believe this will indirectly reduce the number of inactive driving licence holders,” he said.

Kong said the JPJ has been directed to formulate the systems so that the “renewal on birthdays” proposal could be implemented soon.

“This will take some time but I don't want the driving licence holders to rush to the JPJ offices to renew them immediately,” he said, adding that the renewal would be done after the expiry of the driving licences.

To a question, he said the holders of “P” licence would not be affected as it would be based on their date of birth when they get their licence.

Selangor, Penang, Perak exempted from having to privatise waste management

SHAH ALAM: Selangor, Penang and Perak have been exempted from the Solid Waste Management and Public Cleansing Act.

State executive councillor Ronnie Liu said although the Selangor state government had yet to be officially informed of the exemption from the Housing and Local Government Ministry, the ministry's secretary-general Datuk Ahmad Kabit had written to Penang executive councillor Chow Kon Yeow informing him of the decision on July 8.

Liu said this meant that Selangor could choose not to privatisatise solid waste collection and public cleaning.

"But it means that if we run out of money, and need more money for the works, we cannot apply to the Federal Government for funds.

"The other states can make an application with the Housing and Local Government Ministry if they need more funds," he told reporters after the state executive council meeting Wednesday.

Coincidentally, the local authorities in Selangor will take over public cleaning works from concessionaire Alam Flora from Aug 1.

Alam Flora will continue to manage solid waste collection and disposal.

Malaysian Higher Education Ministry warns errant private institutes of higher learning

 
PUTRAJAYA: The higher education ministry has vowed firm action against private institutions of higher learning (IPTS) whose advertisements are peppered with elements of fraud and mislead the public.

Deputy minister Datuk Dr Hou Kok Chung said while some IPTS often highlighted recognition and financial aid, others even claimed to offer laptops, total hostel facilities and 100 percent loans.

However, he said, they reneged, soon after the students signed up at the IPTS.

Hou said, under the Private Higher Educational Institutions Act 1996 (Act 555), the Registrar-General had the power to issue a notice to any errant IPTS.

"Failure to comply means the IPTS could be fined up to RM50,000 or jailed up to six months, or both," he told reporters here on Wednesday.

Hou disclosed that last year, 61 advertisement directive notices were issued to IPTS in connection with various offences involving their (IPTS) names, study courses, IPTS information and their misleading statements.

What happens to markets if the US defaults?

NEW YORK - Time is running out for Washington to raise the country's borrowing limit and avoid a default. Wall Street isn't panicking yet. But if the unthinkable happens, a default could strike financial markets like an earthquake.

"If we just get higher longer-term interest rates, we'd be lucky," said John Briggs, Treasury strategist at the Royal Bank of Scotland.

What might markets look like after a default?

The tremors from even a short-lived default could take unpredictable paths. Stocks, bonds and the dollar would likely plummet in the immediate aftermath.

There's wide agreement among economists that a default would drive up borrowing costs for everybody. U.S. Treasury yields act like a floor for other lending rates, so raising them makes it more expensive for Americans to take out mortgages, for corporations to finance new spending and for local governments to borrow.

But analysts say predicting exactly how a default would play out in stocks, bonds and currency in the hours and days following the Aug. 2. debt ceiling deadline is practically impossible.

"If I were to draw a flow chart, it becomes so complex it's impossible to analyze the impact of a default," said Guy LaBas, chief fixed income strategist at Janney Montgomery Scott.

When pressed, investors say the immediate aftermath could look like the financial crisis in September 2008. Stocks would lead the way down.

In the month following Lehman Brothers' bankruptcy, for instance, the Standard & Poor's 500 index lost 28 percent.

Gold may offer some refuge. Fear has driven traders into precious metals in droves in recent years, but gold is at a record $1,594 an ounce, without taking inflation into account.

But two places where traders usually hide -- the dollar and U.S. Treasurys -- are likely to sink as the world's investors flee the U.S. There would be few places to hide

Proposal to involve NGO in EC will be considered


KUALA LUMPUR: The proposal that representatives of non-governmental organisations (NGOs) be appointed to the Election Commission (EC) to improve the electoral system should be considered, said Minister in the Prime Minister's Department Datuk Seri Nazri Aziz.

He said the government welcomed the proposal but it is up to the independent body to decide whether to accept or reject.

"We are open to suggestions but it is up to EC. If it agrees, then the matter can be discussed with the government," he said after opening the Commonwealth Magistrates and Judges Conference 2011 here on Monday.

NGO involvement was recommended by the Bar Council after the July 9 illegal rally which saw thousands of people demanding reform of the electoral system.

The Bar Council said the involvement of NGOs was necessary to ensure a cleaner and more transparent electoral system.

Nazri said the country's electoral system had been fair to all and if it was biased as claimed by the opposition, they would not have captured five states in the 2008 general election.

On the Royal Commission of Inquiry (RCI) report into the death of Teoh Beng Hock, the minister said he did not know when it would be made public as it rested with Chief Secretary to Government Tan Sri Mohd Sidek Hassan.

"An investigation based on pressure from the public will be inconsistent if it is not made public . The Cabinet has approved the report."

On June 22, the RCI panel handed the 124-page report to Yang di-Pertuan Agong Tuanku Mizan Zainal Abidin at Istana Terengganu. The RCI investigation involving 70 witnesses was conducted from Feb 19-May 18.

During the proceedings, some 19,200 evidence notes, 256 exhibits, 750 pages of arguments and 1,000 pages of authority papers were submitted by the Bar Council, Malaysian Anti-Corruption Commission (MACC) and RCI operating officer.

LNS Entertainment Exclusive: 'Potter' takes down Batman with $168.6mil weekend


LOS ANGELES: The boy wizard has vanquished the dark knight and a band of pirates with a record-setting magic act at both the domestic and international box office.

Warner Bros. estimates that "Harry Potter and the Deathly Hallows: Part 2" took in $168.6 million domestically from Friday to Sunday. That beats the previous best opening weekend of $158.4 million, also held by Warner Bros. for 2008's Batman blockbuster "The Dark Knight."

Overseas, the film added $307 million in 59 countries since it began rolling out Wednesday, topping the previous best international debut of $260.4 million set in May by Disney's "Pirates of the Caribbean: On Stranger Tides."

International results for "Deathly Hallows: Part 2" included record openings in Great Britain at $36.6 million and Australia at $26.7 million, according to Warner Bros.

Worldwide, "Deathly Hallows: Part 2" topped $475 million in a matter of days, putting it on course to become the franchise's first billion-dollar worldwide hit.

"This will be the biggest 'Harry Potter' by far," said Dan Fellman, head of domestic distribution at Warner Bros. "A billion dollars is definitely going to happen."

The current franchise high is $974.8 million worldwide for the first film, "Harry Potter and the Sorcerer's Stone" 10 years ago.

"Deathly Hallows: Part 2" does have the advantage of 3-D screenings, which cost a few dollars more than 2-D shows. Because of the higher 3-D price, plus regular inflation, "Deathly Hallows: Part 2" sold fewer tickets but took in more money than "The Dark Knight" over opening weekend.

Overall domestic revenue for the weekend totaled $263 million, a record for a non-holiday weekend, according to box-office tracker Hollywood.com.

The "Harry Potter" finale also set a record for best opening day domestically Friday with $92.1 million, nearly $20 million ahead of the previous high for "The Twilight Saga: New Moon" two years ago.

Other records for "Deathly Hallows: Part 2": best domestic gross for debut midnight shows at $43.5 million, topping the $30 million for last year's "The Twilight Saga: Eclipse"; best domestic opening in huge-screen IMAX theaters with $15.5 million, surpassing the $12.2 million for last year's "Alice in Wonderland"; and best worldwide IMAX debut with $23.5 million, beating the $20.4 million for "Transformers: Dark of the Moon" two weeks ago.

"This is just really a monumental event," said Hollywood.com analyst Paul Dergarabedian. "The 3-D component, plus the IMAX, plus it being the last 'Harry Potter,' it was just this convergence of things that created this incredible record."

Paramount's third "Transformers" blockbuster, which had been No. 1 the previous two weekends, slipped to second-place with $21.3 million domestically. It remains the year's top domestic hit with $302.8 million.

The latest "Transformers" added $39 million overseas, bringing its international haul to $460 million and worldwide total to $762.8 million.

Among this year's releases, that's second only to "Pirates of the Caribbean: On Stranger Tides" at $1.03 billion.

The weekend's other new wide release, Disney's animated family flick "Winnie the Pooh," got swamped by "Harry Potter" mania. A return to the hand-drawn animation style of earlier adaptations of A.A. Milne's beloved storybook characters, "Winnie the Pooh" pulled in just $8 million domestically, finishing at No. 6.

"Deathly Hallows: Part 2" is the eighth and final film adapted from J.K. Rowling's seven novels about the young wizard's indoctrination into a secret world of sorcery and his epic battles with evil conjurer Voldemort.

Cast more than a decade ago at ages 10 and 11 as Harry and his pals Hermione and Ron, Daniel Radcliffe, Emma Watson and Rupert Grint became instant celebrities. They grew up on screen, maturing from inexperienced children to adult actors whose earnest performances contributed to glowing reviews from critics for the finale.

The three now are moving on to adult roles, including Radcliffe's stint on Broadway in the musical "How to Succeed in Business Without Really Trying."

"It's just a great way to exit, with the class and style that J.K. Rowling wrote into these stories," Fellman said. "It comes to an end, as all goods thing do. When you have the opportunity to be a part of that, to work on all eight movies over 10 years, to see the kids, meeting them for the first time when they're 10 and 11, and just now going to see Daniel Radcliffe at 22 years old in 'How to Succeed in Business' on Broadway. There's a bittersweet part of it."

The first "Harry Potter" film shown in 3-D, "Deathly Hallows: Part 2" continued a downward trend for domestic revenues derived from the 3-D format.

Some earlier hits took in 70 percent or more of their domestic cash from 3-D shows. But "Deathly Hallows: Part 2" did just 43 percent of its domestic business in 3-D, with most fans choosing cheaper 2-D tickets.

That still means a healthy $72.5 million in domestic revenue from 3-D screenings, but it also shows that American audiences have lost much of their fervor for seeing movies in three dimensions.

Overseas audiences remain eager for it, with 3-D tickets accounting for 61 percent of international income on "Deathly Hallows: Part 2."

Woody Allen hit a milestone as his romance "Midnight in Paris" pulled in $1.9 million to raise its domestic total to $41.8 million, a personal revenue record for the filmmaker. The Sony Pictures Classics release beat Allen's previous high of $40.1 million for 1986's "Hannah and Her Sisters."

Factoring in today's higher admission prices, "Hannah and Her Sisters" and other earlier Allen hits such as "Annie Hall" sold far more tickets than "Midnight in Paris."

Estimated ticket sales for Friday through Sunday at US and Canadian theaters, according to Hollywood.com. Where available, latest international numbers are also included. Final domestic figures will be released Monday.

Stage falls at Ottawa Bluesfest


TORONTO (AP): The main stage at Ottawa Bluesfest collapsed Sunday night during a Cheap Trick concert as a severe thunderstorm sent the musicians and thousands of fans running for cover. At least five people were injured, one seriously.

Cheap Trick's band members got off the stage safely, but witnesses said they were thrown off their feet.

"Everyone is okay and we are so lucky to be alive and hope that all the fans are okay too," the band, best known for hits including "Surrender", "I Want You to Want Me" and "The Flame", said in a message posted on Facebook.

Video of the Bluesfest site posted on YouTube within minutes of the storm's passing showed a stage that had crumpled and collapsed over electronic equipment. Twisted shards of metal jutted out from the stage, which stood several stories tall before it was destroyed.

Marc Messier, a spokesman for Ottawa Fire Services, said a 49-year-old man was in serious condition with abdominal, pelvic and leg injuries. Another had a spinal injury and a third person experienced chest pains. At least eight other people were treated at the scene for minor issues including twisted ankles and anxiety.

Environment Canada had a thunderstorm warning in effect for Ottawa, saying winds were expected to reach 56 mph (90 kph).

Bluesfest is one of North America's main musical events. The festival first took place in 1994 and has since grown from a one-stage, three-day event to a multi-staged, 12-day music showcase featuring some of the best international talent.

Malaysia to establish diplomatic ties with The Vatican

ROME: Malaysia has agreed to establish diplomatic ties with the Holy See aimed at promoting bonds of mutual friendship and strengthening international cooperation.

The formal pact was reached upon after Prime Minister Datuk Seri Najib Tun Razak met Pope Benedict XVI, the head of the Roman Catholic Church Monday at his Papal summer palace in Castel Gandolfo outside Rome.

The link allows the formation of relations at ambassadorial level on the part of Malaysia and at the level of Apostolic Nunciatune on the part of the Holy See.

The move follows the footsteps of other Muslim-majority nations such as Indonesia, Iraq, Iraq, Pakistan, Bangladesh, Jordan, Turkey, Egypt, Libya, the Arab League and majority members of the Organisation of the Islamic Cooperation (OIC).

Najib who was accompanied by his wife Datin Sri Rosmah Mansor, was given a guard of honour and a red carpet welcome at the heavily guarded Castel Gandolfo, a small Italian town where the Pope spends the summer.

In the meeting with the Pope, Najib put forth his concept for a “Global Movement of Moderates” initiative to counter extremism of all forms.

He said as a multi-ethnic and multi-religious country, Malaysia has drawn on the values of moderation to ensure continued harmony, stability and prosperity.

Najib added that Malaysia was keen on sharing its experience with the world and that was why Malaysia was committed to forging links and alliances with like-minded countries to promote world peace and harmony.

“This is the main reason why Malaysia established diplomatic relations with the Holy See.

“The world is at the crossroads, the forces of irrationality and discord are threatening our long-cherished and hard-gained stability, and prosperity.

“What is worst is that certain quarters use religion to justify acts of terrorism,” he said.

Najib said Malaysia and the Holy See were committed to surmount such negative forces by employing the powers of reason and moderation.

NIFTY: A user using a BlackBerry PlayBook to record the press conference during the official launch of the PlayBook in Kuala Lumpur recently.
Research in Motion's first Tablet computer, the BlackBerry PlayBook, is now available exclusively at Maxis Centres nationwide.

The 7in Tablet is available in three capacities - 16GB, 32GB and 64GB.

Existing Maxis BlackBerry users will have to sign up for a data plan on top of their current Internet Service plan. The 1.5GB plan comes with a commitment fee of RM30 and the 3GB one costs RM50 a month.

They will also have to sign up for a 12-month or 24-month contract. For instance, a user who signs up for the 24-month contract with the 3GB plan, will be able to buy the PlayBook for RM990.

KUALA LUMPUR: The city has moved into full lockdown mode today as it gears up for the Bersih 2.0 rally today.

All major roads leading towards the city centre have been closed off to traffic.
Traditionally busy areas such as Masjid Jamek, Jalan Tuanku Abdul Rahman, Chow Kit and Kampung Baru have been devoid of any activity so far, with police making their presence felt.

The Stadium Merdeka, the destination for Bersih 2.0 participants today, has been sealed off, with the adjoining Jalan Stadium lined with barbed wire and manned by police personnel.

At the stadium parking lot, more than 10 Federal Reserve Unit (FRU) trucks with approximately 100 personnel are standing guard.

Bersih 2.0 have maintained that its supporters plan to assemble at the Merdeka Stadium. In retaliation, Umno Youth's Patriot faction outlined its intention to march at Jalan Bukit Bintang. Perkasa, meanwhile, have adopted Tasik Titiwangsa as its base.

The city centre is heating up by 11am, with reports of protests coming in from scattered parts of the Golden Triangle. In Masjid Negara, a large crowd, estimated to be more than 500, had gathered there as well as at the Kuala Lumpur Railway Station. The crowd, which was initially small, had trickled in via the KTM Komuter service. Reports are unclear, but it is believed that the Komuter service has been halted temporarily.

Two police helicopters were spotted hovering overhead. A large contingent of police is stationed at the area, and have begun making arrests. As of 11.30am, 236 arrests have been made, including eight women in the city centre for their involvement in illegal gatherings.
Bersih’s 8 Demands

1. Clean the electoral roll
The electoral roll is marred with irregularities such as deceased persons and multiple persons registered under a single address or non-existent addresses. The electoral roll must be revised and updated to wipe out these ‘phantom voters’. The rakyat have a right to an electoral roll that is an accurate reflection of the voting population. In the longer term, BERSIH 2.0 also calls for the EC to implement an automated voter registration system upon eligibility to reduce irregularities.

2. Reform postal ballot
The current postal ballot system must be reformed to ensure that all citizens of Malaysia are able to exercise their right to vote. Postal ballot should not only be open for all Malaysian citizens living abroad, but also for those within the country who cannot be physically present in their voting constituency on polling day. Police, military and civil servants too must vote normally like other voters if not on duty on polling day.
The postal ballot system must be transparent. Party agents should be allowed to monitor the entire process of postal voting.

3. Use of indelible ink
Indelible ink must be used in all elections. It is a simple, affordable and effective solution in preventing voter fraud. In 2007, the EC decided to implement the use of indelible ink. However, in the final days leading up to the 12th General Elections, the EC decided to withdraw the use of indelible ink citing legal reasons and rumours of sabotage.
BERSIH 2.0 demands for indelible ink to be used for all the upcoming elections. Failure to do so will lead to the inevitable conclusion that there is an intention to allow voter fraud.

4. Minimum 21 days campaign period
The EC should stipulate a campaign period of not less than 21 days. A longer campaign period would allow voters more time to gather information and deliberate on their choices. It will also allow candidates more time to disseminate information to rural areas. The first national elections in 1955 under the British Colonial Government had a campaign period of 42 days but the campaign period for 12th GE in 2008 was a mere 8 days.

5. Free and fair access to media
It is no secret that the Malaysian mainstream media fails to practice proportionate, fair and objective reporting for political parties of all divide. BERSIH 2.0 calls on the EC to press for all media agencies, especially state-funded media agencies such as Radio and Television Malaysia (RTM) and Bernama to allocate proportionate and objective coverage for all potlical parties.

6. Strengthen public institutions
Public institutions must act independently and impartially in upholding the rule of law and democracy. Public institutions such as the Judiciary, Attorney-General, Malaysian Anti-Corruption Agency (MACC), Police and the EC must be reformed to act independently, uphold laws and protect human rights. In particular, the EC must perform its constitutional duty to act independently and impartially so as to enjoy public confidence. The EC cannot continue to claim that they have no power to act, as the law provides for sufficient powers to institute a credible electoral system.

7. Stop corruption
Corruption is a disease that has infected every aspect of Malaysian life. BERSIH 2.0 and the rakyat demand for an end to all forms of corruption. Current efforts to eradicate corruption are mere tokens to appease public grouses. We demand that serious action is taken against ALL allegations of corruption, including vote buying.

8. Stop dirty politics
Malaysians are tired of dirty politics that has been the main feature of the Malaysian political arena. We demand for all political parties and politicians to put an end to gutter politics. As citizens and voters, we are not interested in gutter politics; we are interested in policies that affect the nation.
